I need a water type, I can't find one to trade, and I thought I should just get one myself. Unfortunately I can't seem to find a fishing rod, or, for that matter, any water type pokemon on the ground.

Get the Good Rod at Olivine City,also from a Fishing Guru.
And the Super Rod is obtained at Route 12 from a Fishing Guru in Kanto.

well, a sentret can actually learn surf, lolz, thats how I got through half my game until i got red gyarados and lugia lolz

It's situations like this that make me glad I chose Totodile. Just use the Rods to find a decent Water Pokemon to use until you get somethin' better. Or just go ahead & go get the Red Gyarados.

They can also be found in almost every route in the Johto region when using any of the 3 rods.
