Lapras looks like the Lockness monster already. I wouldn't be surprised if we did see Pokemon based on stuff like that. After all Zoroark looks like a werewolf and we already have Abomasnow who is based on the Yeti.

Everyone considers Raikou a dog or else I would agree with you. I've said the three legendary dogs are based on cats. I just want a sabertooth tiger pokemon that won't be called a dog.
