Concerns on a Pokemon

We all know Black and White 2 is coming out soon for U.S.A and other countries soon, and Japan already has gotten to see earlier than us of what is in the game. But there is tutors teaching moves to all Pokemon (like HG/SS/PT) throughout the region. My real concern is that Salamence can learn Outrage by the tutors. The huge problem I thought is that you can teach it Dragon Dance when you obtained a female DW Bagon and breed it to the egg Pokemon. So what does the tutors come into play? Being able to teach Outrage and Dragon Dance, also when it has it's DW ability Moxie altogether, it becomes too powerful. Imagine everyone having it all throughout the Wi-Fi battling system, with it OHKO'ing everything you use. One use of Dragon Dance and it's over. Thank you for hearing me out. What are your thoughts on this?
