i beat the whole game but i don't have the last two shadow pokemon on the bottom of the list.

To get Togepi you must go to Outskirt stand and go inside the cabin. The person right next to you (Hordel) will give it to you. Dragonite, you have to get all the Shadow Pokemon in the Shadow Monitor except Dragonite, then go to the top of Gateon Port's Lighthouse. Done. (Clue: If you ever forget of the location of Dragonite, talk to Fateen.)
