I beat Mt. Battle but nobody offered me one of the Johto starters! What's going on???

I don't know what's going on in this game for getting the Johto Starters. It's said in the Pokemon XD Book Guide that you can get a Johto Starter after completing Mt. Battle, but what you said is completly messed up.

yes you can get totodile on the same file, you just have to do all of mt. battle again to get it.
your lugia is blue and white? have you beaten the elite 4 on emerald and got the national pokedex?

yeah, get the national pokedex on emerald, and if that doesnt work, then Lugia cant be traded.
