Use the Rocket Launcher Ada drops.
Or are you talking about getting to that stage. I used the Broken Butterfly, Semi-Auto Rifle and Striker on Saddler beforehand. All were fully customised (if you buy only those three weapons and the Red9, you should get enough money in the game to buy the Exclusive upgrades for each). Once you deal enough dmage, Ada will drop that Rocket Launcher for you to use.

Not much advice I can give. Just keep trying, and use the scaffolding crane, which also damages Saddler enough so that his eye is vulnerable.
The controls to the scafforlding cranes are at the far end of each platform.

I found him to be one of the easiest bosses. I just lobbed a few grenades, and shot him with the striker/semi-auto.
