In the cabbage field south of falador the cabbages are jumping and you can catch some and them throw them at others(not sure if it is only in world one)
So far jagex has put out nothing in reference to the cabbages ill be back with more soon

It's the april fool's event search around on the runescape forums and you can find more info. It was not officially announced and if you bring one of the cabbages somewhere (i forget where) you get a cabbage skirt.

Another annoyance is people steal your cabbage.
