On level 3 of the maze of tribulations, (only available after 1 game completion) you'll meet Santa. He sell's the boots for 5,000,000 fol.

I would buy it because everytime you sleep at an inn with Santa's boots you get a free item, and there's a slim chance you'll get a rare item.
P.S.: That was no problem for me because I had 20,000,000 fol. ( I fight a lot)
