The creators of Perfect Control had been working on this project for about a year now, but it only took that long due to laziness. Everyone in on the project and those who heard about it know that the video is a showcase of what a perfect player would look like, using a tool called Action Replay. They went into developer mode and went frame by frame, carefully planning each command, and then speeding it up in the video. This is made evident in the credits.
No, they never hid the fact that they used a cheating device. The whole point of the video was: "What would the perfect player look like? If he existed, this is what it would look like."
There's no glitching of any kind. Anything done in the video is humanly possible without an Action Replay; it's just hard as hell to do it.

impressive, i didn't know about that falcon fb thing (with the platforms), and i've always wanted to see that link swordplant jumping thing again (a few years ago at smashboards somebody posted a quick clip of him doing that on one of battlefield's platforms)

Just go into debug mode, developer mode, and boom.
Or something like that. It's the function where you can go control the rate of the action in the game frame by frame.
