not 100% sure, but i'm pretty sure once you get all the characters you get All Star Mode

Unlocking all characters would also mean either beating Adventure or Classic or even the Target Test with 24 characters. Then once you unlock Game&Watch, you get all-star.
It's been a while, hasn't it?
