this has been bugging me for ages.. i use jigglypuff around 90% of the time and im pretty good with him but his down + B move doesnt do anything he just goes to sleep :O

Does it do a lot of damage? A lot of Jigglypuff's moves are short ranged.

Try and get extremely close to the person, so jiggly pushes against their frame, then quickly use down B. Practise on a bunch of lvl 1 cpu's so they dont smack you if fall alseep without hurting them. It also works best on larger characters.
