Luigi's greatest downfall is his rather complete inability to create holes in the opponent's game - he has to wait for the opponent to screw up on his own before he can wd in with an attack or something, and then he can't even deal the same kind of damage as the high to top tier in most cases (aimed at Xiffar for arguing Lui for high >:E).
He doesn't have projectile setups of any sort.
His dashdance is practically non-existent, since he's more or less moving around in the same spot... you might as well just stand still, since his dash attack sucks anyway.
His aerials are great, but his lack of air speed keeps him from having an effective shffling game; aerials cannot be used as a form of approach on grounded opponents, which is a huge loss.
And while he CAN weave in and out of the opponent's attack range, he doesn't do it very well - he can approach very quickly 10 feet away from the opponent, but if he chooses to retreat, he is, once again, 10 feet away from the opponent. A character like Falcon can rush in to bait an attack, and retreat just outside the opponent's attack range, immediately prepared to counterattack - Luigi, too, can rush in to bait an attack, but when HE retreats, he ends up too far away to take advantage of the opponent's lag. He only resets the situation; now he's back at square one, and it's as though he never did anything at all.
