You have to kill a ghost. If you haven't done the quest for the home in anvil, that is a good place to start.( To start it, go to the counts arms and talk to velwyn benirus). If you already did the quest, try going to All Things Alchemical in Skingrad, or the Mystic Emporium in the Imperial City Market District. Those places usually sell that kind of stuff.

Also in anvil out by where the whole boats are at and near the light tower, there's a lady who wants to get a crystal ball but the ship is haunted there are waiths in there that you can kill.
