Tell me if this would work since every town I go to the guards chase me: I drop my stolen stuff outside the city then go inside and no one will chase me(I hope). Then, when I'm done in the town, I go out the same way and pick up my stolen stuff without any trouble.

No, they will still chase you. You still have the bounty in your head. They don't care about your stuff anymore.

Just drop the stuff you stole, do your time and and then come back for it later and hopefully it is still there.
