i go around killing things trying to get my lvl up but its not working and i cant see my exp.

Well, press "B" to go into your journal.Go to the thing that has you class. Use the left analog stick to to go to your skills in that little [i][/i]thing, and it will list all of your skills, major and minor. All you have to do is level the skills up under major skills. It will eventually say that you should rest and meditate on what you have learned. Then just go to a bed and sleep. It is pretty easy but skill might take a while to level up.

It also depends what your major skills are, cause if blade, blunt or hand to hand arent any of your major skills, then your level wont go up.

Just for those. But one of them has to be a major skill unless you made a class that didn't have one. Why would you though?

i made one with all offensive except hand-to-hand; i named it Blood-Hound with the major skills being marksman, blade, blunt, destruction, conjuration, armourer and alchemy
