I know somebody who has been having a problem with their game.They buy and sell thousands of things but their mercantile skill never raises.Does anyone why this might happen?

Manhunt stop going off topic or you will be reported and most likely banned. And money polo it does take a REALLY long time to level up mercantile skill. It might not be that there is anything wrong with the game. He might have just said that he sold thousands of things when he just sold a lot of things when it isn't enough. Other than that I don't really know.
