You have to be able to buy houses in falkreath, morthal, or dawnstar to BUY it for 5000 septims from the jarl's steward

Why can't I get the Hearthfire house in Dawnstar started? Do everthng the same as the others but won't start, HELP. Also why don't any of the display cabinets work right anywhere? C'mon on Bethesda!

You do a quest from the miner outside the mine then after that dawnstar will get a new jarl and you talk to her

If you want to activate a display case, you just drop the current item you want to use for it and drag it into the case. The best thing to do is that before you put it in there, you have to save. Because sometimes it will glitch out and then it's gone.
