He means the double clawshots in Twilight Princess. They're in the City in the Sky... after Temple of Time. I'm not sure if you're there yet, but its right before the dungeon where you fight Zant.

yes, you recieve the double clawshot by defeating the flying lizard creature in the city in the sky. its one of the 3rd to last temple of the game
