How do i get rid/stop him???

You must build the Rat Cave. Once it is built, go down to the basement toward the freezer and go in the door to your right. Find the rat suit and put it on. Press the icon in the top right hand corner that is usually your cell phone. Then find Crime Spree Bob and go up behind him. When the top button on the bottom screen lights up, press it. If you were successful, it will turn green. Follow these same instructions with the two buttons under that. If all three steps were successful, gates will come down around Crime Spree Bob and he will be taken to jail.
