to invite a room mate you can't invite your neighbours that have homes and houses around you. Invite someone over who you only see walking around in the street (ring them from your home phone and click invite) then when they arrive you can ask them, but they HAVE to be homeless and you MUST have some kind of relationship with them. But if you only want one becuase of your bills then you could try purchasing the perk that takes them away.
