The karate dummy is in the sports center! The sports center is in the top right of the town map. Only a pre-teen can use the dummy.

To bring toddlers to the park, you need two adults and the toddler. Invite one adult sim to the park. Then invite the toddler. When going back, send the toddler first. To have a baby, simply buy a crib (there is a simoleon one). The sims you want as parents need to be married. It costs 3 simoleons and 24 hours.
