On my iPad, I can't go beyond "budding romance" in my sims relationship. when I try, their relationship status comes back to "friends". I'm on level 18 now and I'm still stucked on this goal "Get two sims to woohoo". Is there a specific level where my sims will be able to do it? Is someone can help me?

try this
1st fill the budding romance bar
2nd go once over the bar
3rd turn your device off
4th turn it back on and see if your town is worth more
5th then make him or her move in then try
