You have to build the dance and karate center first. It's in the very top left corner of town. Then once it's build you click on the icon for the center and then go to your sim tracker. Use the whistle icon and the preteen will show up. You can either use the chopping block or the punching bags to raise your level.

First you can change your sims hobbies but it would go to the description transitioning just wait for the meter to go up then it can go and have more skills
But I advice you to not change hobbies cause you could lose progresses since you changed so if you choose one stick with it

You can start a hobby ( for a grown sim ) by: buying spooky furniture ( with a red ghost at the bottom ) from the home store and tapping "search for ghosts" after you buy it, building the park ( you can only build places like the park or supermarket etc. when you complete the goal "build a business" then they give you choices what to build ) and getting your grown sim to go fish at the lake by tapping on the fishing rod, and you can become a fashion designer by building "promotions 'r' us" ( also a business) and buying a studio or something i ont know more about this one because i didnt really get to try it yet. hope that helps

When your sim already has a hobby, and you do something else that would be a hobby (ex. They have a hobby of fishing and then you make them ghost hunt) the hobby will start to 'transition'. After the transitioning is complete, they will have a different hobby. They cannot have two hobbies at the same time. And if you start a new hobby, all experience with the old hobby will be erased.
When you go to the sports centre and select the dummy, make sure you select the option 'karate practice', selecting any other option on the dummy such as 'one punch' will not complete this task.

You have to make the pre-teens keep practicing. But if you make them do ballet and karate then it won't go up or down. If you don't make your sims do ballet, karate, ghost hunting, or fishing within a week there progress bar will go down. hope this helped
