To make a sim practise auctioneering in a neighbors town, you have to be friends with some one in the party boat that has one in their town. The you can add them as a friend and visit their village. Otherwise, you are stuck and I have been stuck on this since I first started playing sims which was 3 months ago and it's still on my tasks!!

Also, to buy an auctioneer podium, you have to buy the promotions r us store and the purchase the podium. When you go to a sims house, go to the inventory and place it in their house. Hope this helps!
