I had this same problem and the park solution and the logging out of FB and Game Center solution (both given above) didn't work. I was also worried about losing everything if I reset the game, because I had never saved to the cloud - or so I thought. Then I read that if you go to the party boat to collect your daily rewards or to visit, it automatically saves your game to the cloud. Of course I hadn't visited any neighbour since my sim got stuck, but I had been to the party boat to collect my daily rewards, so my game was saved right up until the day before. I reset the game and then restored from the cloud and the only progress I lost was from that one last day.
I hope this works for other people. It was the solution that finally worked for me.

I FOUND OUT HOW TO GET A SIM UN-STUCK FROM ANOTHER SIM TOWN!!!!!! Okay so I tried everything but it wouldn't work until I did this. Wait until the next update but do not update yet. Click on stuck sim, press the home button, go to the App Store and upgrade it. When you go back to the game, it will take you to the place your sim was at and it will return. I really hope that helped cuz it worked for me and I had my sim stuck for 4 months or something. Good luck. (I did this on the magic update thing btw)

Ok im stuck at a neighbours house and i cant open the game theres a note that says that te pool is dirty and someone has to clean it but when i press ok it comea again and i dont know what to do help please
