Goal to have sims Cadillac in an inflatable chair in the pool, my sims won't even SIM or sit in the chair. HELP PLEASE

I cannot get my sim to chillax in the pool in an inflatable chair. They are maxed out on everything and my pool is clean. They do sit in the chair for the whole time but it doesn't complete my quest. Help?!?!
