It says to practice fire fighting by using neighbor's fire hydrant in their town. I've gone through all the houses and parks in all of my neighbors town...where is this hydrant supposed to be at?

It's placed whereever your neighbor placed it(assuming he/she already had one)... If you don't know what the fire hydrant looks like you could check it in the building beside the pet store near the bridge... I'm also stuck in this quest where I have to practice making films in a neighbor's town...

I don't know how to get a neighbor to let me use their camera. Any suggestions?

Yes Call yourself to the neighbor's house using the whistle. Then just click on the camera. You could also put camera in inventory and then load it in your house.
