Kay, ya know how there's supposed to be a fan boat to get on? Mines not there. I've looked over and over and it's never there. Do I have a bug in my game or am I doing something wrong?

Have you finished the mission to send a letter to the governor? You don't get the keys until Geordie has finished using it.
Are you looking down by the riverboat? It's not in the Sim Quarter, it's in Glasstown. Go up the hill next to the museum in the Sim Quarter, as soon as the screen changes, go right and down a flight of steps. You should find it there. The map should show it too.

yea, like Tponn said, you need to finish the letter to the governor first.
