He is not in the game because the roster cut-off date was Judgement Day, and Jeff returned after SummerSlam.

He's really easy to make from scratch, but I went to caws.ws. They have his moveset, and you can be creative with the entrance.

well,just to let everyone who is rusty on the reason that they dont have charictars before game release date for this is that the following : Cryme Tyme,Alejandro Estrada,London and Kendrick,Eugene,Hacksaw Jim Dugean,Jeff Hardy,Ashely,Maria,and all ECW other than RVD and bobby lashely is because all were not in the WWE before Judgement Day 06 or no space
