all you have to do is go fishing. you may have to catch the record breaker first.(not to sure..) find the sinking lure and then go to the man at the desk and talk to him about something else. hell legalize the sinking lure. then cast your line and when you have a fish on it, z target to the desk with your shield raised. talk to the man again and if you break the record hell give you a golden scale as a prize. i believe this is also on gamefaqs but im not too sure.. this has been tested and it works.
