At 'The Shiba House' main menu select 'Options' followed by 'Secrets', then enter the code CYCLE9562 to get more Symbol Power replenished during mission.

When you have completed the game by defeating the Bosses at the end of mission 15 and allowed the credits to complete you will be able to use any Power Ranger in any level on your next playthrough.
