From a competitive battling point of view:
Overrated: Electivire - Average move-pool, stats are decent at best, but still used by many.
Underrated: Flygon - nice stats, good moves, levitate, great typing, and easy to use
What makes you think Luke is overrated? I like it.

Overated- Regigigas (bad stats made worse with Slow Start)
Underated- Gengar (bad defense and HP, but strong and tricky moves)
