Ok so I beat Red and got my Kanto starter from Professor Oak, and I went to Silph Co. and Steven isn't there. Is there something I missed?

Same thing happened to me. Before he appears in Silph you have to go to the Vermilion Pokemon Fan Club & then leave the place & he'll tell you about Latios/Latias. I decided to go beat the E4 again & battle Red again to see what would happen. After I beat the E4 I went to check & he appeared. Idk what I missed.

You get the National dex before getting on the S.S. Aqua. You should already have it.
Enter the Shattered Realm - At your own discretion.

I didn't get it when I went on the S.S. Aqua in my Japanese game. It doesn't always happen.

Go to pallet town and prof oak should upgrade it.I dont really know i got mine before the SS Aqua.
