It really depends on what you use Salamence for... this is what I recommend:
Salamence lv 100 @ King's Rock. Naive or Hasty Nature. Trait: Intimidate.
Moves: Aerial Ace, Rock Slide, Bite, Dragon Claw.
EV's: Max out the EV's in Speed with any remaining in Attack and Sp. Attack.
Flinch-mence, use it's speed to make the opponent flinch as much as possible.
