A) The Dragon's Den Building (after completing the test and receiving the RisingBadge, then go BACK into the building and receive it)
B) Surf around.

Actually, the earliest you can get Dratini is in Goldenrod City. You have to earn 2100 coins from the Voltorb Flip AND have an extra space in your party. When that's done, talk to the man on the left side of the table and select the Dratini. It might take you a long time, I know, but it's definitely well worth it because you're going to need it to defeat Clair without that much trouble because her pokemon are in the high 30s and low 40s and they are weak to Dragon types, which is what Dratini is.
