I would see it as excessive and needless abuse that is simply attempting to gain the attention of staff members. Those kind of people seem to get some kind of kick out of being banned but people are into all kinds of weird stuff these days, look at Pokemon.

Flaming, also known as bashing, is hostile and insulting interaction between Internet users. I try not to call something flaming just because it is the result of a heated argument. If someone is in the middle of an argument and calls the other person stupid or ignorant or something I tend to let that slide given that an attack on the person's intellectual capacity in an argument really isn't out of place.
If it's a negative comment that's "out of place" / just plain hateful/unecessary that's when I generally draw the line and define something as flaming.
