It's not supposed to be pinned anymore. The policy is really to restrict pinned threads to regulatory stuff, promotions, and things that would otherwise flood the forum (which is unlikely to happen due to a drop in activity). We actually just went around the forums and unpinned a lot of pinned threads that no longer needed it.
