There are plenty of examples in which characters age in cartoons and anime.
It's apparently rare in American cartoons, but there are a couple of examples I can think of. And plenty of Japanese anime shows are good examples.

At least Spongebob has some realism. Bikini Bottom (aka Bikini Atoll). The Bikini Atoll was a nuclear testing area in the ocean. Spongebob and the citizens of Bikini Bottom are mutated fish.
