Are you talking about bags? We only have plastic bags here in Spain - Even up until 3 or 4 years ago they were literally throwing the bags at you - take as many as you want... Now they give you one or two which you have to pay for, but you have the option to buy larger reusable fibre ones.

Yes in spain, up near barcelona - I'd rather have a plastic bag too... I remember once years ago we had all of our passports etc... in a paper bag we put it down on top of some snow once and then when we got to where we were going we had found the bottom of the bag had melted away and everything was gone - lol! We got the stuff back - but was annoying - silly thing to do I guess.
