Where I come from, there are plenty of homeless facilities/centres etc. where homeless people can go to seek aid and whatnot. Basically, the people who are homeless asking for 'spare change' on the streets are the ones who are there by choice. There's plenty they can do about it, but they choose not to, and more often than not you see the same ones around (they tend to catch trains from town to town, too, as they're allowed to travel for free. There are three or four 'regular homeless' people that I've seen in at least three different towns, including both my own and the one that I work in). So I give them nothing. Some of them are definitely on drugs though, so it's not as if I'd be helping them if I gave them change.
