He appears every single time I miss a Pokemon (shadow), even when I don't get it from him! Odd... he's always scouring Orre for the Pokemon I missed, so I can snag them...

yes you need all 82 Shadow Pokemon then go to Gateon Port and the Miror Radar will go off, go to the top of the lighthouse and he will have 5 Ludicolo and a Shadow Dragonite at Level 55

hes had more time because that he is no longer a member of Cipher,he now just has him,Trudly and Folly. I'd say thats a pretty big spare time you have right there
