i have visual boy advance 1.7.2 and i have entered gameshark codes into the cheat list and enabled them however they are taking absolutely no effect on the game i would really appreciate it if someone could help me

Most emulators are illegal and discussion is prohibited but if it doesn't work then it's probably a fake gameshark code.

this one is legal it says so in the about section and the code should be real because it works for this other guy

No he means Emulators themselves are illegal i am probably the best person on SC to talk to about them however i can't say anythign otehr than- MAke sure you added them under 'Gameshark' make sure they are gameshark codes, I have noticed some GS codes don't work but all Action Replay codes work (AR codes still go under Gameshark)
