ok. so i beat the elite 4, but celio won't ask me to go find the ruby plate. what do i do? do i need the national poke-dex?
i'v always wondered why 2+2 cant equal fish.

No, it's either Leaf Green or Fire Red. I've played it before and you needed to get that.

For the kids ? I think I know what he's talkin' 'bout. You don't mean the Ruby plate, just Ruby. Eventually, after you do certain things with full completion, other islands, possibly National Dex, then he will ask you.
