go to proboards.com thats basic mainly (the onlyone i could figure out) and yes its free but if your talking other than a forum website i have no clue

First of all what type of site? For forums I personally suggest Invisionfree. (Soz ForumsVibe people, I just don't like it)
For anything else try Piczo or Tripod, they're quite easy to use.
If you want your own .com or .co.uk or whatever url that cost money so for my sites I change the link with some sites so they're smaller. Like s5.com rather than all the other stuff too.

It really depends. For example, I'm making a comic, therefore I registered with a comic type place. If you're making forums use proboards, Forumsvibe or Invisionfree etc...

A website does not cost money I dont think. Invisionsfree does not cost anything. I use that.

If you want to upgrade stuff, then yeah. Some of the upgrades cost money. But the site cost nothing. I recommend Invisionfree. Sorry Rich!

1.You can make one using dreamweaver but to get the program costs about �100+ so i would not get it.

I like byethost.com. It's a real website but you have to experience and crap, you can have forums on it too.
For a hosted forum I reccomend ipb or phpbb.
