do you have to beat the game or do something special to get GMD? cause ive never seen one i on my main menu thing i have gregar symbol S symbol and protoman's symbol

I was in graveyard area and found a gold mystery data. and i got Hack Jack SP!!!!!!!!!!!! its japanese chip hat crashes ur game if u use it. So i think the more dangerous of a place, the rarer the item. anyone agree?
