uh after you do that thing at that underwater area(sorry forgot the name) and then you can go in there. save before you battle kyoger and alot of ultraballs dont use master on it!

defeat aqua in underwater cavern and awaken kyogre. then go to sootopolis and go 2 the cave of origin. the old guy will let u in. use flash and u will be able 2 see the entire path and find the hm waterfall
