U have to go to southern island to get the other lati
that is the only way other then trading and celebi trade, cheat, or go to pokemon center

How did you get the ticket?
If you used codes you may have forgotten some enabler codes.
(It sounds like you already fought it.)
Or you may have to complete a task in the game first, like catching the first lati.
