no its not....in blue and red version, you can get an aerodactyl at like level 163...all you have to do it do the missingno code and instead of looking for missingno, you have to wait and youll find an aerodactyl at like the levels in the 160s

No, you CANNOT get pokemon over level 100 in this game. Thats just the way nintendo set it. You cannot change it at all.
