Yes, it can. Even with Mewtwo's only partially-good Attack, a Shadow Ball would be devastating to it.
Regardless, Mewtwo could use Thunderbolt/Ice Beam and quickly wipe out poor little Mew.

Listen, I just got an idea for the forum and I need input.
I could start a "Who Would Win?" thread every week, like a Member Spotlight in GC, and feature two different pokemon each time.
And so I could be at least on-topic with this: The only thing that's so good about Mew is that he learns every TM/HM and that he's unable to get in the game w/o cheating or wasting your life waiting for a Nintendo event. Mewtwo is much better than the little wannabee.
