A requirement of art is self-expression. Fine art requires both self expression and skill/talent in execution.
Work involving only self-expression, without any skill or talent, may be called 'abstract art', or it may just not be well liked (shitty, simplistic poetry written by a teenager may be art, but it is not fine art).
Work requiring only skill/talent and the execution of a process is not art, it is craftsmanship. Many popular comic artists regard themselves as "craftsmen", rejecting the title of "art", because they are just doing the same thing over and over again every day (and doing it well). Tracing is not art, it is a craft.
Most fine artists recommend tracing to newbies, because it is a good way to learn the 'craft' aspects of art- the skills that one needs to properly execute the self-expressive aspects (this goes beyond visual medium- many great writers started out by just copying Terry Brooks or Tolkien). A trace, however, is not art.
